"We decided to hear from officials after concern was raised with us by the Minister for Building and Construction that the Plumbers, Gasfitters and Drainlayers Board might no longer be financially viable if the clauses relating to the disciplinary levy in the Plumbers, Gasfitters and Drainlayers Board (Fees) Notice 2010 were disallowed in the next few months"

Taken from wals last issue...

At the risk of sounding friken stupid...Is this an admission of guilt by the pgdb that they have been using our displinary fees to line there own fat pockets and illegially use those funds to fund other operations that have nothing to do with the displine of registered tradesmen?

And if so they should all be sacked...Because how the frick can they spout on about looking after the health and safety of the public when there corrupt!...and they cant even allocate the correct funds to the correct areas which should be childs play for people in there higher position...and they all knew what fees were ment for which operations...this just confirms there a gang of lying theives!

And if not then why delay the ruling because the actual functioning of the board is payed with from the rego fees, is it not? or is this fee also being pissed aghinst the wrong wall?

Ooh and a last question i was told at my suppliers today by the manager that the CPD courses for plumbing have been put on hold due to a standing court case aghinst them(PGDB)...has anyone out there heard anything about this?

Your supplier is not quite right.  Wal Gordon and Allan Day from the PGD Federation took a complaint to the Regulations Review Committee around the disciplinary levy and the competency based licensing system and alleged that the PGDB had not followed the 2006 Act correctly and that it had, for want of better terminology, abused its powers in requiring the points based system as a condition of licensing.
The Regulation Review committee moved to disallow the regulation requiring points as a condition of licence.  It is now sitting before Parliament, and my understanding is that should there be no debate on it, then after 21 working days the disallowance goes through and the PGDB cannot demand that you have sufficient points as reason not to issue your licence.  In plain language - on or about the 8th or 9th of June the competency based licensing points system will cease to be legal.  It is highly unlikely that Parliament will debate the issue, and therefore highly likely that it will all go through.
The PGDB will then have to consult with industry around competencies and how they propose to ensure competency at licensing time each year.   You can check out the parliamentary website or see another thread on this forum to get the report.

hi guys, just looking at the pgdb "Strategic initiative 5" page 16 on their website. I don`t see anyware in it where they are going to REPAY disciplinary fees that have been overcharged over recent years, i think that they should do, what do you think? cheers

hi guys, actually can they be called "fees" as the pgdb is a registered charity, i suppose they must be "donations". A good lawyer would argue that a person cannot forcibly made to make a donation therefore all forcibly obtained "donations" must be refunded,cheers

Ah Robbo - there's the interesting thing.  Of course a complaint could be made to the Charities Commission and I am sure that the PGDB would be found to have broken the rules - given the RRC ruling.  But then what would happen - if the PGDB had to pay tax it is likely our fees would go up - so we would be hurting ourselves potentially.  A real quandry between right and right with consequences. 

The huge thing here is respect - I don't believe practitoners have a lot of respect for the PGDB - and here I am carefully separating out the entity of the "Board" as opposed to the staff who are tasked with actioning the "Board's" decisions.  The "Board" of 10 or so sit around a table make some pretty big decisions about how industry will be shaped.  For the first time ever with the advent of the PGD Federation - their decisions are coming under scrutiny - and I believe it is very necessary that there is a group looking at everything they do.

The spotlight will find many cobwebs I am sure - and we need to keep bringing these up and working on them.  It's hard enough out there at the moment for all of us.

Na your right jax the people at the front line communications are not the ones to blame cus they like us are only trying to make a living and they have no control over those(The actual board members) that make these stinking stupid decisions. So when ever i talk to them i try to be nice as pie to them cus i reckon they dont deserve flack because they are only doing as told to do...So we have to make sure were pointing the effulent pipe in the right direction when we open up...hehehe

And your right not one single plumber i have ever spoken to has any form of respect for the Board...

hi guys/jax, what you say is true and i agree but they do not pay tax so we have to go with what happens now. The board did not break the rules they made them, they broke the law which is very different and should be made to make amends. Respect! no we do not respect a board that has served us very badly and as a matter of interest i think the board hates all of us tradesmen and should be replaced with a board that works with us and not against us,cheers

Unfortunately while we idiots like Williamson and co past and present we don't stand a chance we need to start being in there faces and we need a list of the mps who think they vote against the plumbers of this country so we can start bombarding them with complaint about our troubles with the pgdb etc
Also it's about time we real plumbers told every body out that we are the real master plumbers because just cause you pay a fee to gravel and co this doesn't make you a master of shit it just means you payed a fee and people should only be judged by there last job which means you are only as good as your last job jd
