I just thought I would put this out there to see if I'm being a bit precious or its just another example of the board being a little inflexible.

I sat and passed the common paper in June last year, $300 dollars and i hear it could be on the outer now anyway, should i ask for my money back? Lol ( this is another gripe)

I digress, I then sat the November plumbing certifying and received my results on the 2nd of Feb with a pass.

I did not receive an application form to re licence as a certifying plumber and could not find one on the website as directed in a attached note with the result, I emailed the board and requested a form, I received a reply stating that the forms will not be available for another two weeks due to the legal team not approving its release yet because there was a change in fees back in January!!! WTF

She also said that the board does not meet until the 27th of March to consider the applications ( again WTF)
If the fees were already issued in January why is it so hard to cut and paste the new fees on the form and make it available, the legal team obviously approved the fee hike so why not the forms at the same time!

To clarify things I am wanting to run a business ASAP as a certified plumber, I also have an apprentice that I want to sign up so he can start his schooling, this is where this gets a bit stupid in my opinion.

After slinging emails back and forth to the lovely girl at the board expressing my displeasure of having to wait two weeks for the application form, she suggested that it might be best to get the deputy registrar to call me, I agreed.

The next day Mr Kern U'ren called, and bluntly asked me what was my problem!

I basically said that the 27th of March was not soon enough for me, he said that's when the board is meeting next and that I should fill out my application ASAP and get it in so I would make the deadline, I reminded him that the applications were not available for another two weeks for some piss poor reason.

I asked if we could fast track it for me and he refused, I asked Kern why is it that when so many guys do the November exams and a good number of us pass, why is there not a board meeting in February to consider the new applicants.

He gave me a shite excuse that the 27th of March is when all the board members are available en mass.

Sorry, but it just does not make sense to me.

I said to Vern that this is poor and there should be one in February, he replied there is a meeting in February but applications have closed for this meeting, the fact the exam results come out far too late to apply for this meeting I asked Vern if he could squeeze me in, and he flat out said no, Vern said that certifying plumbers were not the priority for this meeting, this meeting is for other applicants from over seas and other matters.

I know for a fact that other guys apart from myself are keen to do the right thing and are chomping at the bit to start a business, and rely on the paper work being put through in a speedy fashion, but this just seems a little relaxed for my liking.

And that my friend, in a nutshell, is why this Board are having so much trouble getting on side with industry and getting their support.  The fact that a whole slew of names has to be tabled at the Board meeting for approval as both licenced and certifying status is archiac.  The Board need to look at their processes.  The people sitting around that table will now know if you are a fit and proper person to hold a licence, they won't know 99.9% of the names put before them, but what they have to do is move a motion that these people are to be granted appropriate licences.  This needs to be delegated to the CEO and administrators - it is simply a formality anyway.

I have one suggestion - and that is to write to the PGDB Chair Mr Alan Bickers, outline your dilemma.  In truth it won't make a bit of difference for your case, but it may assist others.  Perhaps write to Wal Gordon and get it put in the Federation Newsletter.  You are a person wanting to abide by the rules, wanting to set up a new business and you are forced with a decision - do you work outside the current regulations and law, or do you put everything on hold for another couple of months.

Most licensed guys probably won't pick up their licences till April becasue they won't want to pay twice.  If you did get yours granted now you realise that you would have to pay a year's worth now and another year's worth on 1 April (they don't have a sliding scale of fees). 

I can imagine the legal team are going over that form with a fine tooth comb - there will be several practitioners looking to see exactly how they have worded the prosecution levy and the licensing fee - watch out for more challenges at the Regulation Review Committee.


A letter to Maurice Williamson wouldn't go astray either.  This country needs small businesses - and I would have thought anything to encourage this would have been welcome.

I'm not defending Mr Uren, but the administration at the Board are thwarted by the policies they must work under.  These all come directly from the Board itself.  You may consider writing individually to the different Board members pointing out how poor this policy is.

Did they tell you thatyou canapply at no charge, for a provisional certifying license. Can be issued quickly (LOL atthe Board doing anything quickly) and will enable you continue as a CP sooner BUT you will need to wait forthe forms to be available.  Why they cant type quicker beats me. Perhaps I should offer my children (under 10 )to them as they have really good computer skills ;D

Cheers for the feed back guys, i was not made aware that a provisional licence was available! If this is correct why why why would Mr U'ren or the female staff member not mention this FFS!

I think this may be the beginning of a long relationship that is more annoying than a dirty old rusty nail in the foot! lol.
