Is this a perfect example of gasfitters
« on: October 09, 2014, 06:41:40 AM »
doing their job well (yes) or does it show that the PGDB needs to put more information out there about importing appliances.  This is the reason why recall notices need to be published even if appliances haven't been sold through retailers.

not go enough! >:(
trade me should be fully aware of products that are not compliant to sell in nz.
and the board should be watching for this type of junk coming in as well.
I believe in doing a job once and right. !

oh and you have to read the blurb! ...natural gas and it says it great for rvs, sail boats!!and this bit cracks me up ...

1. High efficient energy saving : the heater exchanger and main burner adopt mostly advanced energy-saving and combustion technology to decrease gas consumption and burning noise.

mostly???? ::)

and here is the scary bit!  ???
on the sellers feed back is this from someone who has bought one

"They are grate gas unites and this one seams better than the last one I got. Iv got it running a self contained sleep out. Shower kitchen laundry no problems. I put unit outside but built a water proof box for it. It's being used daily now for 2 people for 3 weeks and the 9 kg still feels full. Got to be Cheeper than electric. We will be getting a 3rd when I do the bath room inside. Highly recommend and value for money. Quick freight to "

Perhaps if we all send Trade Me a complaint today, they might get the message

hi guys, so who is installing them, sounds like the owner who's first language does not seem to be English, hope the `P.g.d.board` are investigating where this has been installed, could be another disaster, cheers

It just gets better.  This is a reply on TradeMe

There are a number of things here. The gas (and electricity) regulations put the primary responsibility for safety on the *importer* of the equipment. In this case the OP carries the burden.

The regulations then say if you import and then *supply* the gas appliance it must have a *supplier* declaration. Gasfitters aren't allowed to installed *supplied* appliances unless they have a *supplier* declaration.

As this is an own use (not supplied) appliance it doesn't need "certification" and I suspect the OP was misinformed by his gasfitter. All the OP needs to do is take "all practicable steps" to ensure the appliance is safe (and convince the gasfitter the same). ESS have a web page on this here:
http://www.med.govt.nz/energysafety/appliances-fittings/gas-
appliances-fittings/core-requirements/preparing-for-1-july-2
013/what-appliances-require-a-declaration

But this is a classic case of "caveat emptor". If you buy something from overseas you are totally on your own. Consumer protection law such as the CGA doesn't apply. Safety legislation such as the gas regulations put the responsibility on to you.

Perhaps Trade Me should have a system where if you buy something from an overseas trader you need to click through an agreement that you are doing so at your own risk?

But there is nothing to stop people buying the same stuff from somewhere such as Alibaba (probably even cheaper).

the way i see it is:a gasfitter is not involved at all, the importer has installed it himself. Also how do you get round the `certification 'not being needed, so import what you want and make your own rules, i think the P.G.D.Board legal,s should have a word with `Trade me 'but wait no the board does not make money out of giving advice so we just have to wait until someone is gassed then they will want a piece of the action, cheers

Your right Robbo mate, the Board's stance, its not cost effective to give out advise........

An ambulance at the bottom of the cliff would be nice, but a Hearse at the bottom of the cliff, and a bloody expensive hearse at that.....really?

Perhaps the "importer" knows someone on the Board, goes a long way if you got connections at the PGDB.
You can't choose who you are.....but you are the sum of your choices.......

Robbo, you are dead right.... the buyer is "a importer" and can get away with a one off unit...but the gas fitter is sticking his neck out when he certs it ??? good luck too that one.
 ;)

Yes Bowtie - I agree - they can import what they like, but the onus on the gasfitter who installs it has not changed one bit.  The gasfitter still has to ensure it is fit for purpose and in this case I would say it is not.

If someone installs it themselves then they are breaking the law if it is "gasfitting" as defined by the Act.

Have you learned lessons only of those who admired you, and were tender with you, and stood aside for you?  Have you not learned great lessons from those who braced themselves against you, and disputed the passage with you?  (Walt Whitman 1819-1891)  American Poet
