Title: Where in the Gas Act does it allow for anyone to become certified

If you Google Plumbers, Gasfitters and Drainlayers Act 2006 you can download the Act and have a look at these pages which specifically relate to registration, licensing, exemptions and applications. That should give you all the information you need.
