Hi Wombles

How has this question come about?

Please share what you know is it the Old Boys Club again or have they come up with a new spin to acheive this

So was this person registered ever?  PGD Act 2006 - pages 35 - 41 covers off requirements.    If you Google Plumbers, Gasfitters and Drainlayers Act 2006 you can download the Act and have a look at these pages which specifically relate to registration, licensing, exemptions and applications.  That should give you all the information you need.
