Are our apprentices achieving full competence where they can apply their trade without supervision?

Mastery of an occupation means that the skills learnt by an apprentice are sufficiently transferable for them to adapt quickly to undertaking the same occupation in another company in the same sector, functioning effectively after minimal instruction on new equipment or working practices. Does our current qualification and apprenticeship scheme achieve that?
