A warning, if you have any dealings with this bloke I strongly suggest you don't or most likely you will regret it.
I wont go into details on a public forum but just to say if there was a P.H.D in being a scum bag this guy has it.
Hopefully this may help some one else not having the experience i have had.
It may be a coincidence but a internet search is rather interesting.

Well I cannot say for sure, but you would not have to be a rocket scientist to connect the dots.......
The internet makes the world a small place these days indeed.
A P.G.D.B register search comes up with results too, not currently licenced either and was working at the time I had dealings with him.
So one would hope that justice of some sort or other catches up, before he has the chance to burn too many people.
I feel better that at least I have tried to do something about it rather than doing nothing.
