Title: Why do we have to be licensed?

This article on "Stuff" yesterday gave everyone a laugh I'm sure.  http://www.stuff.co.nz/oddstuff/10598792/Dancing-on-the-street

A quick check on the PGDB website shows that he has no license at all yet he lays public drains. Why is this acceptable, yet we can't get a mate to help for a day unless he is licensed?
