Gas hob without flame failure

I have a customer who has brought a Simpson 4 burner gas hob. There is no flame failure on it, I don't feel comfortable fitting it and as far as I am aware it does not comply. Does anyone have a different view? I had the same issue recently doing a temporary commercial set up. They wanted to use single burners sitting on a stainless steel bench, there were 6 of them on a row and no flame failure on them. I advised I would not connect them.

Please be advised the flame failure is not a feature on the model you have purchased.

This model has no electrical connect so no SDoC is required by the ESS.

However all gas products have Supplier Declarations and these are all registered on the following ESS - GASD site.

I personally think all gas appliances should have some method of flame failure. A pot boiling over and extinguishing the flame and gas continues to flow, kids fiddling with the knobs etc.
  Reading accident summaries on the ESS website are very interesting to say the least. Incorrect use of the portable gas canister cooker seems to be a regular occurrence with rather nasty consequences for some.

There are quite a few domestic hobs out there that don't have flame failure and some commercial cooking appliances and I can't believe that they can still be sold here but it seems that the powers that be are more interested in sales than safety. As per usual it's down to us as installers to make the decision on what we believe to be safe as we all know who's door they'd be knocking on if there was ever an incident.
