Vertical and Horizontal Separation Sewer/Stormwater

Hi there, I am currently laying a 150 sewer and stormwater for a local council, we are to design the grade ourselves but the council is requested I have 300mm horizontal separation and well as 150mm vertical quoting NZS 4404. I have read 4404 and my understand you need either one or the other in separation not both, if someone able to clarify this for me.
