Unconnected stormwater downpipe and kitchen/bathroom outflow entering ground. My query is the depth the two pipes are sitting at

Looks pretty legit to me...seriously....

the downpipe for the stormwater has yet to be finished obviously but it will fit into the riser pipe.

If that is the end of your drain (close to where the vent pipe/toilet is) which it looks like it is, drains are quite commonly running out of ground cover as they must fall (drain away) at a specific gradient to outfall (septic tank, council boundary connection).

Its nothing to fire up about. If they put some more soil over the pipes where they are exposed it will be fine. Can't see the rest of the drainage system so obviously I cant comment on the full system. just the supplied image.

If your withholding $5k over  2 wheel barrows of dirt thats pretty sad.

He talks about piping etc in his ad so I would think you do need to be a plumber.  Check out the Act and what is says is the definition of plumbing.  Water and electricity together - and all being able to be done by the homeowner  - it's a disaster waiting to happen for your nether regions - and sadly also likely to be used by older people who could have a rather nasty outcome if some wires got cross (pardon the pun).

hi guys, Jax of course you would need tradesmen. you would obviously have to tee into the cistern supply to get a connection for the seat contraption, how about `backflow`protection? and just run a power lead in from somewhere! great, and what we have to do to prove competence every year,cheers

yip i have seen one ... a customer bought one and i fitted it, sparky did a rcd power point for it, the water out let is a good 40mm above the rim of the bowl.connects into the water to the cistern
does it comply? who knows, who checks/ monitors  this stuff when it comes in  the country? no one does! its left up to us to make the decision as to there compliance.
this is just one of thousands of items that joe blogs can get there hands on and fit.
for anyone interested, go on trade me and see what you can buy, like gas fittings regulators plumbing fittings etc basically everything and the board sit on their hands and do nothing! .... >:( so much for protecting the public   
I believe in doing a job once and right. !
