drainlayers piping under slab

Been talking to local inspector , they stopped a drainlayer putting in drainage under a floor , said plumbers only are permitted to lay drainage inside building envelope , drainlayer said thats not correct it still drainage and I am able to do it .
Inspector checked with the board and were sent definition of drainage , it does not say anything about underslab requiring plumbers only ,
I know there was a determination by Routhan to clear up the situation and to be honest I thought it was a good outcome  , it seems he may not have had the authority to stop drainlayers putting in underfloor drainage , or for that matter elevated drainage if it is drainage principals , will post again when I hear more .
Anybody heard about this or had any issues

SOme time ago (2 - 3 years) in one of the "Board News" issues there was a definition of drainlaying being any work outside the apron of the house and plumbing being anything within. This of course is different to what the act says on their website

Simply put, drainlaying is in the ground and remains outside of the building envelope (below the base coarse).  Please note that the unit standards and indeed the National Certificate that Drainlayers are trained in do not make provision for them to undertake in slab work such as that contained in AS/NZS 3500:2.
